This panel will show details about any operative whether they are in your squad or not. This also includes character that you choose as custom operative. The most important detail could be personality, career path, daily rate and specific skills they have.

Although all of operatives has their own carrer path, they can be grouped into 4 distinct specialization which defines what they are best for:
1) Assault operation is for any operative which has good marksmanship skill such as chief, tactical specialist, assault operative, sniper, police officer, elite soldier, hunter and even hitman.
2) Covert operation is for any operative which has good lockpicking skill such as thief, covert operative and bounty hunter.
3) Explosive operation is for any operative which has good explosive skill such as explosive specialist or explosive soldier.
4) Medical operation is for any operative which has good medical skill such as medical specialist or medic soldier.

Choosing the right operative depend on the type of mission you'll carry. For raid mission of which you'll need to unlock several cabinets, any operative in covert operation might be useful. For strategic assault mission of which you'll need to destroy a server, any operative in explosive operation might come handy.

Whenever operative successfully perform a skill, they earn themselves experience points which will eventually improve their skill points. During a campaign, if you keep certain operative in your squad and use his/her service to maximum, his/her skill point will show a significant improvement. He/she will become a valuable asset to you so getting him/her killed is a serious loss to you.
